I am concerned over the total lack of what is best for the class over best ilvl, Legion is all about best class stats and not so much ilvl, the suggestion to remove the 4 set over higher ilvl gear when clearly the simulator the dps drops drastically, plus removal of the BiS legendary for one that is not also dropped dps.
If you can give us more specific information, we can take a look at it. The best would be an addon export and a link to the gearing strategy you are using.
