It is suggesting you change the enchant: a piece of gear without enchant vs a piece of gear with an enchant. Add the enchant and rerun the sim.

Ah, so that seems to be a pretty interesting situation.
Currently your specs are set up in a way that Mistweaver is your lowest priority spec. See the order of specs to the left of your currently equipped gear.
You apparently don’t have any weapons with agility, so AMR has to use two intellect weapons for Windwalker and will recommend enchants for that spec. After that, AMR optimizes for Brewmaster and in the last step for Mistweaver.
This means that the optimizer probably chooses a weapon enchant not optimal for Mistweaver. But, as lower priority specs will never affect more important specs, it can’t change the enchants on the 400 weapon as this is locked for Windwalker. Instead it looks for the next best result which apparently is the 395 weapon with a better enchant - i.e. the difference between enchants seems to be bigger than the difference between the 400 and 395 version of the same item.
If Mistweaver is your most important spec you can just drag and drop that to the top and it should work as expected.

Your issue is different – sometimes the optimizer has trouble with tanks with really low-level gear. We put in some stuff to improve it with our last update, but seems like a couple more tweaks might be necessary to handle lower levels. I’ll play around with your case a bit and see if I can get it to behave better.
In the meantime, I’d recommend just setting the strategy to “All Offense” at your gear level, until you get up a bit higher, about an average ilvl of 350 or higher.
It will not let me select “all offense”.
If you click on the gearing strategy (either Raid Tanking or Mythic+), there is a Toughness Level slider below the 2 options: all the way left is All DPS, all the way right is All TUF. Set it to All DPS and then click Set Strategy.
That worked… I was trying to click it under “My Strategies”
I also made a tweak in yesterday’s update that should make it behave a little better at lower item levels for tanks, so setting it to All DPS might not be required for you anymore.
