BIB keeps messing up things even after i change them for my elemental spec it keeps suggesting resto legendary gloves over smoldering heart in my resto spec it suggests 915 gloves… it also tells me 870 metronome trinket is better than the 915 chalice of moonlight along with multiple other things like 910 ring to replace sephuz or even break my 4 set for uncertain reminder yet not replace the legs to 910 tier but leave them 900

This is my import it dosent matter what gearing strat i use it still makes some weird decisions and the only reason i even noticed was because my gear changes to the nonsense when i switch spec
When I import that and look at elemental spec it suggests the legendary gloves.
Beyond that I got confused reading your complaint.
I lost track of which trinket for what spec you thought was wrong because it’s all one block of test with no punctuation!
Which order do you have the specs set for priority for the BiB setup?
I tried your import, and I assumed that elemental was your main spec.
BiB suggests using Uncertain Reminder instead of sephuz. The 4 set is not broken, since it swaps out your non-set legs for the set legs in your bag. On a fight where you could get some sephuz procs, it would probably be worth locking in that item, but it is ranked assuming no procs in the adaptive gearing strategy for single target.
For resto spec we don’t have an “adaptive” gearing strategy ready yet, so you will probably want to pick your legendary items manually and lock them in. We hope to have an adaptive strategy done in the next few days - the calculations are cranking away. You could do some spot simulations to check which legendary items might be best for you.
That being said, the recommendation to remove the tidecallers and put on sephuz does actually result in very similar healing results with the same amount of ally deaths, so the recommendation does seem to be working well for you even without locking anything in.

Proper stat weights for 7.3 in case you were wondering

You are using a custom gearing strategy. If you use a custom gearing strategy, it will heavily favor the legendary items you had on when you made the gearing strategy. The assumption when you make a custom gearing strategy is that you have already chosen the legendary items and set bonuses you want to use, and just want the optimizer to pick some of the other things like stats or trinkets.
If you use the “adaptive” gearing strategy, it will adapt to your talents and find you the best items to use overall within about 2% simulated margin of error.
“Proper stat weights” is an out-dated concept, in our opinion. Stat weights are a very limited way to rank gear, and stat weights change with every item you change, talent you change, legendary you equip, etc. Our adaptive gearing strategy uses much more advanced predictive models to find the best stats customized to your current situation.
If you want some stat weights to use with pawn for a rough estimate, use the Export to Addon button to get some “one-time” weights that will rank the stats on your next item. You have to generate a new pawn string every time you change an item. Pawn does not rank special effects like legendary, trinkets, set bonuses, etc. It only ranks stats.
