it’s telling me my shoulders that are 340 need to be downgraded to a 305 so i can get higher dps.

Well that would still be the wrong choice, so they are valuing traits over any number of primary stat as a dps increase? I think some kind of numerical value needs to be associated with azerite traits so that these things can stop occurring.
A value is assigned to each azerite trait. In this case, one of the traits just happens to be strong for a mostly-offensive build.

If you care mostly about offense, it would be better to use the azerite power in this case. Primary stat is not as powerful for offense for tanks as DPS specs. So sometimes damage special effects can be relatively stronger.
