The new BfA site only ranks BfA special items and effects. We no longer assign any value to pre-BfA item effects like Legion legendaries or trinkets – they are ranked purely on their static stats.
The reason for this is that very quickly, those legendary effects will be deactivated, and level 110 trinkets will also become obsolete. And it is a lot of effort to main the code necessary to rank those things. So with a new expansion, we retire the previous expansion stuff and focus all of our effort on the new stuff. There are over 150 new trinket effects and 300 azerite powers – a lot of stuff for us to test, rank, and maintain. So we’re focusing entirely on that going forward.
