I just picked up my second Azerite trait piece and AMR is not recommending any of the available traits even though I have enough Azerite Power to choose one.
The piece in question is Honorbound Centurion’s Pauldrons. AMR thinks the rings unlock at Azeroth Level 18, 24, and 27. The tooltip in game says they unlock at 2, 5, and 8.

The unlock requirements were pretty difficult to data-mine… so we had to take our best guess. As we get more information, we’ll keep updating our item data.
Some of them scale with player level as well… I need to figure out how that works for some of the items too.

I have had this issue before where an Azerite power choice was not indicated when unlocked.
My Sandspinner Mantle unlocked power #3 and I have a choice between Gemhide and Self Reliance. AMR has the boxes blank in BIS.

That’s working as intended: Both of those traits do not have any effect on your dps, so they’re irrelevant for dps optimization and AMR just ignores them.
I wish it said something to that effect!
