“Inspiring Vanguard” (a protection only trait) is currently being recommended for my retribution spec.
You probably have Protection set as a higher priority spec than Retribution. You can drag-and-drop to reorder them on the left side of Best in Bags, put your most important spec on the top, then optimize again.
