Can ne1 tell me what the white dashed square means around an equipped item does or means? mine is around a lvl 1000 ring

That means it is locked in – the optimizer will always pick that item in that slot, and optimize your other gear around it. You can press “unlock all” just above the gear table to remove that and let the optimizer pick any items.
