It’s telling me that I reached my toughness threshold, even on the highest level, and my ilvl is only 329
When your gear level is lower, we do a simpler optimization for tanks – the toughness threshold settings only go into effect when you are closer to end-game gear levels, about 370 or higher right now.
The reason is that it is pretty complex to tune simulations for testing toughness, so we focus on end-game gear levels and content. To also tune for lower level or pre-raid gear, we’d have to run double or triple the amount of data… and since people replace lower level gear really quickly, there hasn’t been a lot of demand for super-precise toughness rankings at those lower item levels.
