From the string you provided, I get this as BiB, for Balance alone, w/ no gems or Enchants - Gorak Tul’s is a better Shoulder piece (so is the Honorbound Chest) if Balance is your primary spec.
Yeah I’m not seeing the same result as you… I see something more like eighjan got. Wonder if something weird got cached. Could you try going in-game and opening your bank once, then activate each of your specs once, then export and optimize again? Also, choose each of your setups for each spec on the website, and check if anything is locked and try unlocking it and pressing Re-Optimize (the Unlock All button in the lower-right will light up if there is anything locked).
I tried cycling specs and checking bank, even got a couple more upgrades, im still getting the same result using this export:

It looks like you are using a custom gearing strategy in that result… it could be that something is not working well with that particular strategy.
In general, our provided strategies will work much better unless you are trying to do something very specific, e.g. using a custom rotation or boss script. If you give me a link to your custom strategy I can try taking a look at it when I get a chance, see what’s up with it.
Ive tried resetting cache and such too
And i tried a different browser
That is really weird… I tried clearing all cached data for that character on our server (you might need to reset your preferences like gearing strategy, enchant/gem options, etc.) – see if that solves the problem.
