Bug: Holy paladin Light's Decree

Hey, just wanted to let you know that the BiS optimizer told me to slot the Light’s Decree artifact trait on my Holy spec, even though that’s a Retribution trait that only activates when using Holy Power. This item is not used on any other spec, so as long as there isn’t a hidden interaction I don’t know about I think this is probably a bug.
