There is definitely something wonky going on with that. The adaptive strategies are in the process of being updated for 7.3. This includes some changes to the way legendaries/sets/talents are handled. I think this update should fix the problem you’re having.
Unfortunately BM hunters haven’t quite been updated yet, but they’re in the process of updating all DPS specs right now. You can see spec statuses from this thread - http://forums.askmrrobot.com/t/gear-ranking-version-3
