This has come up a few times, here is a thread where I responded to someone with similar questions.
After much investigation… I think it comes down to: I’d have to somewhat arbitrarily give the player a bunch of rage from taking damage to push the calculations towards slower weapons. Or, do a multi-target calculation that would make whirlwind a bigger source of your damage.
The difference between fast and slow weapons is small and highly dependent on what assumptions you are making. I have chosen to stick with a more conservative model that doesn’t rely on rage from taking damage.
I have been over this calculation many times, I am very confident that the advice we are giving is sound. I think if you are flooded with rage from damage and can replace every mh auto with heroic strike, the slow weapon preference could edge out our default advice. If you are in a fight where you mostly have to rely on the rage you generate yourself, our suggestions will be the most optimal.
