Is the value of the nightmare legendary for DKs calculated from the Haste alone or is the ‘Cower in fear’ effect also handled?

We do not give value to crowd control effects. Situational utility is something that you will have to weigh on your own, since it can range from totally worthless to very useful depending on what you are doing.
