Probably because you did not change the priority to put ret at the top and ran BIB telling it you were trying to gear for holy.
If you use it correctly for ret, it tells you to replace your chest with the legendary and the talent ring.
And further, if you have actually sim the new combo you’d see they are pretty close on single target, but on AOE the new combo is clearly better.
If you use an actual gearing strategy sim, you’d get even better results.
Regardless of what you “pay” for…YOU still have to use it correctly.

Yeah the recommended setup (when I make Retribution your highest priority spec) and your current setup simulate to near equal DPS. I’d have to look into why the score display is saying +3.4% DPS though… but it is picking the correct gear for your character.

You clearly are not using it correctly or you would get the behavior as seen by everyone else who uses your string.
Secondly, you clearly are not interested in getting assistance and would rather attack the website for you your inability to use it.
When used correctly: (Ret set as bib priority and set to AMR - Single Target Strategy.
When used with Holy set as priority in BIB:

So, as you can understand, is frustrating. My setings for AMR are exactly default ones, used single target amr, I also did a local simulation for the machine learning that took roughly 10 minutes, when I will use BiB should I still use AMR Single target or should I use Machine learning gear strategy that I got saved?

There is no “magic” amount of haste that a Retribution paladin needs. You usually will want a balance of crit and haste, which can shift a little more towards one or the other depending on your talents and legendaries. There is also a point where mixing in some versatility with your crit and haste is better than just stacking more crit or haste.
If you use our default strategy: AMR - Single Target, and AMR - Multi-Target, those will give you the best results for your character. They should adapt pretty well to any talent and legendary setup.
