Yeah sometimes this can get cached. If you change something - like your talents or an item, and export again, I think it might clear this up.
I try changing the talents, pieces, spec… all… And nothing. Too the shoulders azerite trait is optimized for Arcano, no for frost.
I see it picking laser matrix on the shoulders, which seems appropriate for frost.
I don’t know why it thinks you have a blank slot for your hand item… still looking into it.
I think it isn’t showing up because it is a BoP profession item, but you dropped the profession, so the optimizer doesn’t think you should have it on 
We’ll fix that.
