Yeah this case is a little extreme… but the issue here is a really high estimate on the Fiery Resolve weapon enchant. Since your other weapon has a DPS enchant “reserved” on it for your higher-priority shadow spec, it goes down to another weapon to get a healing enchant.
I know that Swol is adjusting some of the rankings for healer specs over this coming week… when he finishes that it should smooth out the value of some of these flat healing/shielding effects. It’s a little tricky to get the relative value of item/enchant flat effects in the correct proportion to other things. Now that we have some combat log data we can make those adjustments.
Until that update goes out you can lock in your higher ilvl weapon. We’ll make an announcement when that update is ready – it will involve a revamp of a lot of the customization options for healers as well.

I have never even equipped the 480… its in the warbank Thanks for explaining
(does clear up that question about whether stuff in the warbank gets included in amr though)
