Are you still having the problem? When I do BiB I get a pretty normal-looking result. No items from Legion for sure.
Trying his string, I get “normal” results prioritizing Vengeance, but similar results to him prioritizing Havoc before Vengeance. It looks like the site thinks the older gear is better than the gear chosen for Havoc when optimizing Vengeance.
Weird… looks like it only happens with the mythic+ strategy. Not sure how that could be… we’re going to be regenerating the tank strategies really soon anyway, so we’ll fix it up.

I’m having the same issue. It’s showing for raid tanking, but not for M+ (although m+ wants me to choose havoc azerite traits.)
Wasn’t sure of a better place to report this bug is happening.
That’s most likely not a bug but intended functionality: If Havoc is set to a higher priority than Vengeance and items used for Havoc are still better than everything else you have then AMR will also use those items for Veangence.
Also, please post your export string from the ingame addon so someone from AMR can take a look at your data. As far as I know that specific problem has been fixed months ago and I’m not able to reproduce it on my DH.
I have another bug. Im Vengeance but “Best in bag” option suggest me to choose azerite traits for Havoc for Cowl of Righteous Resolve
You need to move vengeance above havoc on the left. That is the priority for your specs. Shared items will use traits for the highest spec in that list.
