I made a try to get BiB for Resto Shaman. AMR always remove the weapon and I’m confused why.

This is one of those edge cases that doesn’t come up very often so we don’t have specific code to handle it: you only have 1-handed weapons, but you have no off-hand to pair it with.
Go to a vendor or the auction house in-game and get any cheap off-hand or shield, import again, and the issue should resolve itself.
