I can make it work correctly by hand by forcing gear, the sim cannot. spell hit set at 17…expertise set at 6.5. Also whenever i reload the sim the expertise setting sets itself to a value over 14k.
If you post a snapshot we can take a closer look at your specific case. You generally should not need to force the optimizer to deal with hit and expertise caps… they are valuable stats that the optimizer will get to the maximum useful value automatically.
