Best in Bag upgrad issue

I tried the best in bag and it’s recommending I upgrade my current weapon which is 441 to an heirloom item that is 329. However, in my bag, it is ilevel 133. It’s clearly not an upgrade. Did I do something wrong?

This is a bit of an edge case… you have a 1-hander equipped, but you own no off-hand items. Just go and get any off-hand item to pair with your one-hand weapon and it should resolve the issue. You can get something cheap from the AH or a vendor even.
