Best in Bags Issue - Destruction Evoker

I’m a pretty casual user, I usually put in addon info, press best in bags and then go for AoE or Raiding and use that as a guide.

Today I did it for the first time in dragonflight and best in bags is tell me to remove gear and leave an empty slot and giving me a negative dps increase.

Bug??
