Best in Bags not agreeing with sim

Hello!

According to Best in Bags I should be using the Flame Accretion conduit for my single-target night fae fire mage. But when I sim it, it’s a 400 dps downgrade over Discipline of the Grove:

CDR effects are difficult to optimize for. We’re about to re-calculate everything for 9.1.5 anyway, so we’ll check this one out and make sure it gets improved.
