The optimizer is taking heroic presence into account – the stat display includes always-on buffs like heroic presence. The only buffs it does not include in the display are either temporary buffs that are not always active in a fight, or buffs that don’t affect all of your spells (e.g. a hit chance buff that only affects spells of one school type). Such effects are accounted for when ranking gear though.
You can confirm this by adding up all the hit rating on your gear – you’ll see that it is getting just about 8% (125 rating), then adding the 1% from heroic presence gets you to just about 9% which is what you want in TBC.
I know that classic players are used to having to remember that for this spec I need 8% hit from gear and that spec I need 6% unless I have this talent then I need some other amount… we just do it all automatically for you. What you ultimately care about is your chance to miss. We show that – you’ll see that it is near zero.
