It seems BiS is not respecting source filters. When I chose only dungeons it still suggests BWL gear.
In this case, you are using one of the generic template characters. Those characters start out with BiS gear from the current phase, so the items they have on will always be considered.
If you instead load a character that doesn’t have any raid gear on and do BiS, it will do what you want.
