Trying to figure out why BiB is telling me to trait into Death Throes, but when I click the actual traits, it says Word of Mending is +0.18%. The setup this concerns is at the very top of my priority list.
It is not being changed because changing it would result in less of an upgrade than your azerite threshold (0.5%). If you want to make changes even for very small gains, reduce the threshold further.
