I just have a question, I keep noticing that the BiS is always changing. Is this intended? In preparation for my BiS i keep getting different recommendations. Just wanted to understand why is it like this.

We update the optimizer from time to time when there are hotfixes, which can make it change. In particular it can change a bit right after a major patch like 11.2 as Blizzard makes balance changes and we update our models based on in-game combat logs.
We also improve our models for certain specs from time to time, but usually it won’t change much after the first couple weeks of a patch.
And there is the occasional bug fix that can change the results slightly.
If you have a particular case that you think is changing around a lot, provide us with specifics and we’ll take a look. An easy way to do that is to create a snapshot using the “help” link next to the big “Best in Slot” section header – the generated 32-digit code lets us easily replicate all of your settings.
