The defensive benefit from Elusive Footwork only works for the first trait. After that, it is purely a DPS trait and offers no increase to survivability. However, BiB recommendations for Brewmaster Monk are still recommending multiples of this trait even with the defensive setting turned all the way up.
Also, it is recommending multiples of Elusive Footwork trait over multiple Straight, No Chaser traits. The armor bonus from Straight, No Chase DOES continue to stack with additional traits and therefore it continues to offer defensive benefits.

AMR is currently recommending 3x Elusive Brawl for both raid and M+ tanking even with the gearing strategy set to all defensive. This trait offers no defensive improvement beyond the first stack.

If simulate with and without elusive footwork in the simulator their is an improvement in Death chance and TUF%:Not Available Not Available
So their is a problem here indeed, I can’t help you more about it. May be members of AMR’s Team could take a look.

One last things : I’ve put the simalator on +20 in MM+ so it’s possible that ou’ve reach the “Death chance trashold” and now the optimizer tries to put more DPS than defensive trait and Stagering strikes doesn’t provide any DPS improvement.

We have been working on improvements for the rankings of azerite traits that have this un-even scaling. I’ll see if this case has been improved with some of the stuff we’ve been working on.
