Brewmaster optimizer question: is it normal that 4-piece is not selected unless I force tier?

I have a question about Brewmaster Monk in the optimizer.

On my Protection Paladin, even when I use the tank slider at All Toughness, the optimizer still naturally gives me my 4-piece tier set. I do not need to enable “Force Tier Set” for that to happen.

On my Brewmaster Monk, however, I am seeing something very different. Even when I test multiple positions on the tank slider, the optimizer does not naturally select my 4-piece unless I manually enable “Force Tier Set”.

What makes this confusing is that the suggested gear still looks very solid overall even without the 4-piece, so I am not saying the results look bad. I am just surprised that Brewmaster seems much less likely to keep or reach 4-piece naturally, compared to my Protection Paladin.

So I wanted to ask:
Is this expected behavior for Brewmaster right now, or could the spec be undervaluing the 4-piece tier bonus in the optimizer/sims?

I’ll take a look – the set bonuses do appear to be ranking a little too low for brewmaster. I would expect more DPS-focused optimizations to favor the brewmaster bonuses, and more defensive optimizations to perhaps drop them as they don’t give a ton of defensive benefit.

Yes, that is exactly what felt odd to me: I would expect more DPS-focused Brewmaster optimizations to naturally value the 4-piece more often, while very defensive setups might reasonably drop it.

Right now, what surprised me is that even when moving toward the DPS side, the optimizer still seemed reluctant to pick the 4-piece unless I forced tier.
