Does the sim really register that the circlet gives 15% mastery? It only states -4,x% mastery and therefor suggests another ring.
Yes it does account for all of the gem effects, though some of them do not show up on the display (for technical reasons it is somewhat of a pain because the gems don’t actually have stats on them, they are treated as special effects like a trinket effect).
For that reason, the stat summary display on the web page does not include the stats from the gems in the cyrce’s circlet, but our optimization on our servers will include it along with all other special effects.
The tooltip display also does not show the increase that fathomdweller’s runed citrine gives to the other two – we do calculate and include that bonus when doing optimizations on the server as well.
Because this is just one item and pretty short-lived (most people will replace it by the end of this tier and going into the next one), we decided it was not worth the effort to put in a system to allow these special effects to propagate to the stat display on the website. If Blizzard ever decides to make more cases like this that are longer-lived, we would probably make an update.
