I have Rare selected for “Fiber Quality”, however every time I re-run BiB, it keeps recommending Epic, which shows a higher DPS increase. I tried locking it to Rare one, but it keeps resetting that too.

Odd, indeed, that the ‘Fiber as a gem’ socket shows all Fibers to have 0 Tier so the Fiber ‘socket’ may not be working 100% correctly.
I did manage to get your regular (Rare) Haste Fiber ‘locked’ & you ‘lose 0.69% throughput’, but it can be done until such time as the Epic variant makes itself available to you.
Thanks for the bug report – it looks like the quality filter isn’t getting applied for Best in Bags after a change we made to allow Best in Bags to choose from every available fiber gem. We’ll fix that in an update sometime today.
