I’ve got a shadow priest that (from what I’ve read/heard) just doesn’t quite have the required haste to make T21 work optimally. In the past I could have AMR let me keep my T20 gear and then figure out the best of the rest I had in my bags, but I don’t see that option any more. Is there a way that I can have it use my old tier gear or am I on my own for the time being until I get get up to about 16k haste?

You will do more damage by switching to T21 now. Having a lot of haste is optimal for shadow with T21, but you don’t need 16k haste in order to make T21 worth equipping. Generic rules like that don’t really work on a case by case basis. The adaptive gearing strategies are designed to figure out what is best for you based on your current situation.
