- noted another loadout for same spec is working OK; its just this load out for the spec

The first thing I queried was this^^^ is that the actual preference for the way you play your game?
If not, you’ll need to drag & drop the option to the preferred order you DO play… most frequent at the top.
Further investigation showed this:
… exclusively on “Enh - M” - unchecking ‘Exclude Warband/BoE items’ allowed the optimiser to reconsider the Weapons you have equipped in this set, irrespective of them being ‘promoted to Soulbound’.
In summary:
“The order matters” for the specialisations you choose to be optimised
The set-up for each spec matters, too… specific details within the ‘Set Up Best in Bags’ pane will affect the result for that loadout & that loadout only.

We’ll take a look at the error that you get when clicking on the blank weapon slot to see the list, should be easy to fix that one – unfortunately we might not be able to do a server update until 11.2 though. The week or two before a major patch are always very busy.
As for the main issue: your equipped weapons are getting flagged as warbound until equipped, so the option to exclude warbound items is removing them. The issue is that you do not have two items that are not warbound until equipped, so there is no way for the optimizer to make a valid solution.
I’m assuming that these weapons are not actually warbound until equipped because… you have them equipped! So they should be soulbound now. I don’t know why Blizzard’s API is claiming they are warbound until equipped… we get that information directly from a call to their API, we aren’t running any fancy logic to figure it out. I’ll try to figure out what is going on with these particular items and why Blizzard is returning weird information for them.

Thank you so much! it inexplicably cleared up for me, but I’ll know to the review the options and will do so the next time I encounter the error – and will do so before requesting help.
And, yup, oddly enough for my shaman, that’s the order of priority handling of assignment of gear and enchants to spec’s and roles. Enh is so low in the order because I use it for questing…the rest of the choices are there mostly to reserve gear from deletion should I want to switch spec’s down the road…
