Almost all top dps enahnce shamans on wow logs are using Fury of Air, when i sim with fury of air chosen no matter what gear… it always sims alot lower than other setups.

Yes, it is using Fury of Air correctly. Fury of Air is close in value to other talent combos - my tests show relatively small differences in DPS.
You can make some small tweaks to the rotation that favor crashing storm vs fury of air without making a net change in DPS. On fights where the bosses move a lot, I can see Fury of Air being favored because it moves with you, while crashing storm is a ground effect that can miss ticks.
