The Great Vault upgrade finder tells me that to Catalyst a Hero helmet (with socket) is a major loss while doing the same for a Champion helmet (without socket) is a major gain.
First thing I noticed, but may fall into the camp of ‘pedantic’, is this:
… how often do you play Disc., to want to factor it into the Optimiser…?
I also noticed a few minor discrepancies in the finer details of Upgrade Finder set up…
ALL that said, I might just be being ultra pedantic (wouldn’t be the first time 
) or it could be as simple as Mastery carrying more weight than Haste.
Hoping this offers some insight (from a non-Priest main), but I don’t deny that @yellowfive or @Swol are better qualified to advise.
I’ll ask @yellowfive if he knows what is happening here. It looks like something with the set bonus prediction is creating an unexpected ranking. If I turn off the set bonus prediction, the ranked list looks like what you would expect.
Thanks for the report – I’ll work on a fix for it today.
This is a weird one… short version: as it is trying combinations in this case, it is getting into a state where there is a unique constraint conflict due to the unique epic gem that is sometimes preventing it from trying certain gear combinations.
We updated the site with a fix for this issue – it should rank much better now.
It was a pretty rare case that required a specific combinations of things happening at once that was tripping up the set bonus prediction feature – the aforementioned unique epic gem ending up in the socket of the item being examined, and also multiple tiers of set bonuses equipped at the same time.
