Item added to bag isn't listed in upgrades

Conqueror’s Siegebreaker Battleplate is listed as a 5.3% upgrade under emblems. I added it to my bag. However, it is not listed when I find upgrades for items added to my bag.

I think the issue is that you have a chest item locked for that Best in Bags setup, so it can’t equip a different chest item. If you unlock your chest item, then it can rank it.
