Im simply trying to find good gear for my 20 level hunter, but the simulation shows 60th level gear which is not helpful. Does AMR work for chars below 60, if so how? Thank you

It works… but is primarily designed for optimisation of highest character levels.
The thinking for lower levels is “higher iL” is best.
We do check for the required player level on items, but sometimes it is difficult to parse the required player level… Blizzard insists on making things difficult and implies the required player level from some other feature of the item rather than explicitly providing one.
If you post a snapshot and indicate which items do not appear to have the correct required player level, we can take a look and see if we can figure it out. Note that we have our hands pretty full with work for the upcoming 11.1 patch though, so this might take a lower priority until that is complete – they haven’t announced a date but we are speculating end of February.
