One of two things could be causing this issue:
According to Wowhead, that item seems to “Require Level 70”, so you might be best advised to lock it into the Back slot until you get to Level 80… it works.
Blizzard makes it a real pain to determine the level requirement for certain items… we had to put in custom code to guess at it. It appears that in this case it is flagging that item as requiring a higher level than it does.
We can look into tweaking that, but so far I haven’t found a consistent way to determine which required level Blizzard actually intends to use on certain items.
No worries. When leveling up to 80, you change gear like my wife changes her mind. If it would been an obvious one, fine, but I won’t invest to much into that transitional items.
