"Only make this legendary if you never plan to unlock the Unity legendary"

I currently have a 262 legendary with Rampant Transference on my waist and I want to upgrade it to 291. While this is at the top of the list for Upgrade Finder - Legendaries, it’s greyed out with the message “Only make this legendary if you never plan to unlock the Unity legendary” if I mouse over it.

Why is this? I do plan to make a Unity legendary too but that could be for a number of different slots.

Unity grants the covenant legendary power. It will be more optimal to use another legendary item in addition to it. Spending resources on the specific covenant legendary item is a waste if you will use unity.
