Im getting the same issue. Its recommending balance azerite traits, even though I cant use them

This is usually because of the priority you have your specs set on the left of Best in Bags – you should see a list of your setups, with a big “The order matters” in yellow letters below it. If you drag-and-drop, you can reorder them. Make sure that your most important spec is on top – that spec will get first priority on azerite traits.

Lower priority specs might still use that item with the “wrong” traits because it is your highest item level item though.
