The 141 version is Tier 2, but AMR classifies it as Tier 1.

We just posted a website update that should fix up this enchant the next time you optimize.
I think your update put Hash’ey above others because it’s now telling me to replace Ren’dorei with Hash’ey

That one is a little tricky to rank… it depends on how often you are above 80% health. For now we are being optimistic and assuming “most of the time”, which makes it slightly better than the other secondary stat enchants in many cases.
For your particular case, this makes it just barely the best enchant (they are all pretty close).
As a healer this season, I can say that it feels trivial to keep everyone topped off, so that’s a good assumption that they are almost always above 80% health!
