There is nothing that prevents you from dual-wielding as fury. For classic, we assume “fury” warriors will dual wield and “arms” warriors will use two-handers. You can use the exact same talent setup, but change the spec to arms and get the results you want. The code adjust the abilities used according to the talents you pick. The spec tells us if you want to dual wield or not.
I did not spec into Dual Wielding at all and I have improved Two handed weapons. What I am hearing is I can’t use your sim as a two handed fury warrior.

In classic, there aren’t these very set “specializations” like in retail wow. In-game you don’t choose a spec, you simply pick the talents you want and play.
We have only one scoring function for dps warriors in classic. It doesn’t matter if you say your spec is arms or fury, the same piece of code is run to calculate dps.
We use the “spec” you have chosen to give us a clue as to what weapon setup you want. For arms, we assume you want two-handers. For fury we assume you want to dual wield. We do this to drastically improve the performance of the optimizer. You can call what you are playing “two-handed fury” - that’s no problem! All I’m saying is that you need to give the optimizer a clue as to what you are doing. Use the exact same talent build you are using, but simply change the “spec” to arms to tell us you are playing a two-hander warrior.
You will get an optimization for a warrior using two-handed weapons with whatever talent build you want!
