Me who browse the forums and read stuff knows that the 2nd Azerite Power is defense and won’t be suggested by AMR unless it has some kind of speed buff.
My suggestion is to add a tooltip over an empty 2nd Azerite Power that reads “This is purely defense options, take the one to your liking and play style.” or something similar. Maybe even add a question mark icon over it.
