Something weird is going on here where upgrade finder things that fully upgrade gear is 4% upgrade but then when you actually upgrade it then BiB says its not an upgrade at all. I tried with Disturbed Kelp Wraps that showed up as my top item to upgrade with about 4% and now when ive upgraded it BiB does not even pick it at all.
This snapshot looks to be from after you obtained the 665 version of that item… I can try to recreate a situation where your character does not have that item to reproduce the ranking that you saw, but that will probably have to wait until Monday as it will take a bit more time.
We have an update scheduled for later today that will resolve this issue.
This was a tough one… we had to write a new set of tests to figure out the source of the issue – thanks for posting the test case, it would have been difficult to find otherwise!
