I believe the m+ and WB upgrade finder is broken. I’m 186 ilvl, and even for m+10, even the best 204 weapon shows as a 10% decrease. World boss is similar with the “best” being -8%.

I think something got cached that is out of sync for your character… try the following: on Best in Bags, change any setting, e.g. change the Gem Threshold up or down one level, then re-optimize. Then do the upgrade finder ranking again. Does that resolve the issue for you? Worked when I tried it from that snapshot.
