The last two weekly upgrades recommended by AMR seems to be off. Even with a 17% increase shown. When I get it and run AMR again for best in bag, it does not show up as an improvement. Likewise with gems, it often recommends a similar gem for best and once changed and recommend again, it then recommends the one I just replaced. Tends to get expensive.
So that item is ranking very high because you have Set Bonus Prediction enabled. You do not have any of the set bonuses active right now, so that option is predicting the gain you would get were your stats to stay more or less the same as they are now, but the 2 and 4-piece set bonuses were active.
If you turn that option off, it still ranks pretty high because it would activate the 2-piece bonus for you.
I’m not seeing any gem changes recommended in that snapshot that you provided, other than replacing your Reshii Wraps fiber with a higher quality one – you can control that with the settings for Best in Bags.
It is recommending that you change the active effect on your DISC belt though, to Critical Overload.

Sorry, one more question. Even though I remove the checkmark from Bonus Prediction, as soon as I refresh it puts it back. Is there somewhere else I should be disabling it?

Can I suggest you do ‘Ctrl+F5’ on your browser, when you open AMR, then uncheck ‘Set Bonus Prediction’…?
I get this as a recommendation, for you, based on the Snapshot you provided:
When you make a change to your settings for the Upgrade Finder then press “Find Upgrades”, it will save your new settings and run a new search/optimization.
Your setting changes are not saved until you run a new search or optimization – could that be what is happening?
