I’m wearing a veteran wrist and the robot is saying no other wrist, even hero rank is an upgrade.
Is the socket really giving that much value to the item?
I think that mastery is so good, that having a little more mastery is out-weighing the slightly more agility you get. Crit would be almost equal between the veteran and heroic version.
Also note that the upgrade finder is an estimate that is somewhat naive (for technical and performance reasons, we can’t do a full BiB on each item in the upgrade finder). It simply swaps out your currently equipped item with the new item and scores the set.
If you use the “add to my bag” search and add the 276 preyseeker’s rugged bindings to your bag, it will do a full BiB optimization as if you had that item in your bag. Doing that shows they are indeed an upgrade right now (something else could be swapped around to make it work).
When you get to where upgrades are very close like this, and it seems like the advice is a little “illogical” - it’s worth using Add to My Bag to verify.
We are actively working on improvements to the upgrade finder for this reason. It’s a pretty technical to explain why the upgrade finder could say an item is a downgrade (or upgrade) and then adding it to your bag would show the opposite. Hopefully we can find a way to improve that - it’s high on our list because we know it is confusing.

I’m also learning there there’s only two wrists from delve/preys, I assumed there’d be more options.
