Why expertise for arms warrior

As a TBC anniversary arms warrior the best in bag function is recommending Shattrath Leggings, an item with 22 expertise. Other guild members say this isn’t useful for an Arms warrior because we attack from behind so cannot be dodged or parried.

Why does AMR recommend Shattrath Leggings over say Skulker’s Greaves?

Any melee attacker needs expertise up to a point to prevent being dodged, even when attacking from behind. When attacking from behind you cannot be parried, but you can still be dodged.
